The project name comes from buhay na dagat (living sea) and hanap-buhay mula sa dagat (livelihood from the sea). The primary objective of Buhay Dagat is to introduce supplemental livelihood to People’s Organization or fisherfolk communities that protect and manage their Marine Protected Areas (MPA). The program intends to train these people as snorkeling guides so that they can offer skin diving activities to visitors of the marine sanctuaries, thereby empowering them to derive income from coastal tourism. 
Ten (10) MPAs will be selected throughout the Philippine archipelago as pilot sites for this project that aims to help alleviate poverty in the communities and encourage stakeholders to further strengthen protection of their respective marine sanctuaries.
